CEN provides a number of tailored support services
to local and regional government, housing associations and other
partners on a short- or long-term basis. The following examples illustrate

Data Mapping and Research
Kent in Focus
Kent in Focus is a data collection and mapping project that was developed
to assist local authorities with their energy efficiency, affordable
warmth and renewable energy activities. It is jointly funded by the
Energy Saving Trust, GOSE and SEEDA.
The project involved designing and populating a property based
database for each local authority, containing every possible dataset
relating to energy efficiency available.
By displaying evidence of need and promotion opportunities visually,
local authorities have a useful tool for shaping grants policies,
designing marketing activities and attracting funding. This visual
tool can also be used engage key decision makers and funders in
energy efficiency and affordable warmth.

Affordable Warmth Strategy Development
CEN has supported a number of local and regional London and Kent
authorities in developing key policies and supporting their implementation.

Kent Health & Affordable
Warmth Strategy
The Kent Health & Affordable Warmth Strategy (second edition)
sets out a series of objectives designed with the ultimate aim
of helping the fuel poor in Kent move into affordable warmth, in
line with the aims set out in the Government’s 2001 UK
Fuel Poverty Strategy.
CEN coordinates the continuing development of the strategy and

Hillingdon Affordable Warmth Group
The group was established to develop Hillingdon’s Affordable
Warmth Strategy. The steering group includes representatives from
a number of local community organisations including Uxbridge Citizens
Advice Bureau, Age Concern, Pension Service, Healthy Hillingdon,
HAVS, and the Housing Benefit and Social Services departments at
Hillingdon Council. The group has trained a number of community
referrers, has piloted an innovative project on a travellers’ site
and is due to launch the strategy with a public event in
the late summer 2006.

Merton Health and Warmth Partnership
Group
This group was established in 2005 to develop the existing
public sector affordable warmth strategy into a living document
for
the whole borough. The steering group includes CEN, PCT,
Care and Repair,
Hanover at Home & Social Services and in the past 12 months
the strategy has been developed, consulted on, published and
launched. Awareness-raising activity has included 2 consultation
events;
a Councillor briefing session; a Council launch at the Housing
Strategy event; a public launch with a hot chocolate & CFL
stall outside Morden Tube; and a training seminar to empower
representatives from key community organisations to help the
audience that they
work with. The later event (opened by Siobhan McDonagh - MP for
Mitcham and Morden) was part of a project called Merton Energy
Champions, which has been funded by NEA, DEFRA & npower.

Workshops and Consultations
A number of workshops, seminars and training events have been
held for MPs, councillors and chief officers from local authorities
and housing associations throughout Kent and London to brief
them
on local fuel poverty and to discuss strategies for alleviating
this locally.
