It is not always easy to locate individuals who are
experiencing fuel poverty because of their cold, damp living conditions.
The nature of fuel poverty means that these people are just as likely
to live in leafy suburbia as in traditionally deprived areas. Often
vulnerable and isolated, they are less likely to be aware of the
assistance available to them and are unlikely to respond to traditional
marketing methods.

Referral schemes
CEN’s referral scheme bridges this gap by training trusted
advisors of isolated individuals from the health, social care and
voluntary sector to identify those in need. Once identified, they
can be referred for coordinated assistance from CEN’s one stop
shop service, which includes
- A comprehensive grant finder service which matches clients with
the most appropriate financial assistance
- Heating and insulation installation
services in certain areas, from obtaining quotes through to
post inspecting work
- Advice on energy efficiency and income related benefits,
over the ‘phone
or face to face
- Access to complementary services including full
benefits checks, fire safety checks and other home improvement
works.
- Working with health, social care and voluntary agencies

Training
CEN has briefed over 2000 staff throughout London and Kent to act
as referral agents and continue to offer this training to staff from
relevant agencies in certain areas. The training can be individually
tailored for the group and can take from 20 minutes to an hour, depending
upon the depth of information required.

The referral process
The referral process has been designed by health professionals who
are mindful of the time constraints on their colleagues. As such,
the forms are simple and only ask for information required to be
able to swiftly act of a referral.

Ongoing support
CEN offers support, advice and feedback to referrers to ensure that
the referral network operates to its full potential.
